Re: Proposed Ordinance Changes – Traffic Safety
North Kingstown Senior High School

o Based upon a comprehensive review of the existing traffic issues relating to the North Kingstown Senior High School, and consistent with input received from school officials, I request that the following amendments be considered by our Town Council, with respect to Sec. 11-7 of our Town Ordinances:

Sec 11-7 Roadways within senior high school complex

a) All of the roadways within the North Kingstown Senior High School complex are accepted as public highways. The speed limit on all such roadways and parking areas shall be 15 5 miles per hour.
b) The roadway that is cross hatched located on the easterner side of the campus, orientated in a general north to south direction on the map on file in the Town Clerk’s office, which is made a part of this section, shall be named Skipper’s Way. The roadway that is dotted on located on the south side of the campus, orientated in a general east to west direction on such map shall be named “Skipperettes Stadium Way”.
c) All vehicular traffic on all of the roadways and adjacent parking areas mentioned in this section shall move only in the direction indicated by arrows on the pavement, appropriate signage, and the map on file in the Town Clerk’s office.
d) No person owning, operating, driving, possessing or having charge of any motor vehicle of any description shall permit the vehicle to remain stopped, stored or parked on either side of any of the roadways within the Senior High School complex between the hours of 6:00 a.m. and 5:00 p.m. 12:00 a.m. on any day when school is in session. All vehicles utilizing this area during such hours will be parked only in authorized parking lots or parking spaces designated by the School Department. Designated parking spaces for visitors shall be made available by the School Department.
e) Parking of motor vehicles on the roadways mentioned in this section within the Senior High School complex between the hours of 5:00 p.m. and 1:00 a.m. on school days and on all other days when school is not in session shall be permitted only as follows: Except as specified below no parking shall be permitted on any day between the hours of 12:00 a.m. and 6:00 a.m.

(1) On the easterly side of Skippers Way from the entrance at Fairway in a generally southerly direction for a distance of approximately 300 feet, but not in front of the entrance to the main parking lot; thence on the northerly side of Skippers Way in a generally easterly direction for a distance of approximately 400 feet; thence on the easterly side of Skippers Way in a generally southerly direction for a distance of approximately 750 feet. School Department employees may park in designated spaces.
(2) No parking shall be permitted on any day between the hours of 1:00 a.m. and 6:00 a.m.
f) To carry out this section appropriate signage and pavement markings denoting entrance, exit, one way, no parking, times for bus loading zone operations, special times for certain turns, no motor vehicle zones, and speed limit signs shall be posted along the roadways and parking areas within the Senior High School complex to carry out this section.

Passage of this language will enable us to enhance our enforcement efforts by giving us the legal authority to issue tickets for violations on these roadways. These changes are also needed to update the current ordinance language, making it consistent with the construction of the new school complex.

o I also request that the following amendments be considered by our Town Council, with respect to Sec. 11-7 of our Town Ordinances:

Sec 11- 66 Stop Intersections

(1) Designate as a stop intersection, with appropriate placement of a stop sign, Annaquatucket Road at it’s eastbound intersection with Fairway Drive.
(2) Designate as a stop intersection, with appropriate placement of a stop sign, Annaquatucket Road at it’s westbound intersection with Fairway Drive.

Passage of this language will enhance the safety at this intersection by slowing traffic on Annaquatucket Road and making this a three way stop intersection. This will allow for safer ingress and egress from Fairway Drive
